MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…March 20, 2017

The March 20, 2017 meeting of the Whitehall Board of Education was held at Whitehall Memorial Conference Room. President, George Everson called the meeting to order at
6:00 pm. Roll was called and a quorum established. Other Board members present: Byron Fields, Jason Molis, Kristen Carroll, Julie Dokkestul and Dan Koxlien. Absent: Leah Johnson. Others present: Superintendent/9-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; MS Principal/Improvement of Instruction Director, Beth Lisowski; Assistant HS Principal/Athletic Director, Jamie Youngbauer; Finance Manager, Cheryl Maug; Maintenance Director, David Blaha.

Molis moved to approve vouchers as presented. Carroll seconded. Aye – All members. Motion carried.

Koxlien moved to approve the following items of the Motion Calendar:

  1. Approve minutes of February 27, 2017 Regular Meeting
  2. Approve minutes of February 27, 2017 Executive Meeting
  3. Fields seconded. Aye – All Members. Motion carried.

Koxlien moved to approve the 2017-18 school calendar with a September 1st start date and June 4, 5 & 6 as designated snow make-up days. Carroll seconded. Aye – All members. Motion carried.

Blaha informed the Board that there are about 2-3 weeks left on the lighting project. Boiler controls project should begin in April. A comparison report showing electrical use for January 2017 and February 2017. Usage has gone down but rates have increased.

There are currently 65 1st graders and 64 4K students. Looking at implementing ELL program in early grades which will help reduce some of the larger class sizes.

The District is working on plans to create VEX Robot Competition teams for 2017-18. The team/s would be an after-school type club activity. Ashley Industries has offered to sponsor the team/s but would like the District to host the first regional completion.

Blaha presented a list of maintenance projects. The Elementary gym floor finish needs to be sanded due to moisture issues. If this gym floor is sanded, the district should consider also sanding the High School gym. The High School bleachers need to be repaired or replaced. Royal schools just installed new bleachers with a seating capacity of 600 for a cost of $58,000. Bids will be obtained for replacing the bleachers to maximize seating capacity. The metal fascia on the ’71 building will need to be repaired or replaced. The cost for metal fascia with foam insulation is $156,764 so other options are being looked at.
Other projects to consider are as follows: replace ’91 windows (38 of them) $50,000; weather-strip HS/MS doors $31,000; replace sidewalks on Hobson Street side $25,000 (cost is no longer shared with the city); MS parking lot repairs; tie boiler room control panel in with the current/new elementary building system; carpet auditorium, 40’ x 60’ x10’ storage building with crushed rock floor $25,000 (concrete could be added at a later date); revamp the gym storage area; south parking lot storm sewer excavating.
Administrative Reports:
B. Lisowski –
The Project Fair is Wednesday, March 22nd from 5:30-7pm. Grades K-12 will be showcasing their projects, band students will perform and a meal will be served. There are 410 RSVP responses so far.
Bingo will be held again in April.
CLC will host an end of the year picnic for families in May.

D. Lisowski –
Just completed the Homeless Education Compliance Review. Policies have been updated and new policies added to further assist with compliance. Policies and awareness will help with identifying homeless students to ensure that they are offered some of the benefits such as free lunch and transportation to school.

Youngbauer –
Spring sports: 17 students in Softball with the first game on 3/24, Baseball had 20 at sign up meeting, 24 boys and 24 girls are out for Track, 9 HS Golf, 50 students attended the JH Track sign-up meeting, 3 JH Golfers

Beighley and Blaha guided the Board on a building walk through.
