MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…October 19, 2016
The October 19, 2016 meeting of the Whitehall Board of Education was held at Whitehall Memorial Elementary Balcony. President, George Everson called the meeting to order at
6:41 pm. Roll was called and a quorum established. Other Board members present: Byron Fields, Leah Johnson, Kristen Carroll, Julie Dokkestul, Jason Molis and Dan Koxlien (via video). Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; MS Principal/Improvement of Instruction Director, Beth Lisowski; Special Education/Pupil Services Director, Vickie O’Dell; Assistant HS Principal/Athletic Director, Jamie Youngbauer; Finance Manager, Cheryl Maug; Reporter, Scott Schultz. Other District Employees and/or Community Members: Ryan Guza, Kayla Rudy, Meghan Oppelt, Jami Hanvold, Jennifer Estenson, Julie Casperson.
Johnson moved to approve vouchers as presented. Fields seconded. Aye – All members. Motion carried.
Carroll moved to approve the following items of the Motion Calendar:
- Approve minutes of September 21, 2016 Regular Meeting
- Approve minutes of September 21, 2016 Executive Meeting
Molis seconded. Aye – All Members. Motion carried.
Fields moved to approve the Resolution Authorizing Taxable Tax and Revenue Anticipation Promissory Note for Cash-Flow Purposes in an Amount Not to Exceed $750,000. Dokkestul seconded. Aye – All members. Motion carried.
Molis moved to certify property tax levy of $2,843,435 for the 2016-2017 school year. Johnson seconded. Aye – All members. Motion carried.
Carroll moved to approve Resolution Authorizing Temporary Borrowing in Amount Not to Exceed $1,650,000 Pursuant to Section 67.12(8)(a)1, Wis. Statutes. Dokkestul seconded. Aye – All members. Motion carried.
Discussion of firearm related student discipline issue and review of procedures for school day and after school day security. A public statement was issued and also published in the Trempealeau County Times. During the hours that the students are required to be at school (8 am – 3:30 pm) the district has a secure campus with all doors and gates locked. After hours security may be limited due to the open building for the after school activities. District is looking at any potential security issues and coming up with solutions to improve them.
Administrative Reports:
D. Lisowski –
Finished 1st round of Parent-Teacher Conferences last week. A format similar to last year was used. Attendance was up from last year.
O’Dell –
A new program called Reading Drives Accountability (RDA) focuses more on reading for special education students. The goal is to try and close the achievement gap for special education students and help these student be better prepared for work.
B. Lisowski –
The four school consortium (Whitehall, Blair-Taylor, Arcadia, Independence) has applied for a TEACH Grant. These funds are to be used to train teachers in technology. The grant pays for registrations and travel (mileage, food, lodging) expenses. The grant totals approximately $34,000 and each schools’ share is based on student population.
On November 7th Whitehall will host a 4-school workshop and will have a keynote speaker and break-out type sessions.
Youngbauer –
Fall athletic wrap up.
Coaches have requested to be able to practice (or meet) with team on Sunday night when there is a Monday game. There are two Monday night games each for boys & girls basketball.
The Board will discuss this issue at the November regular meeting.
