MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…August 17, 2016

The August 17, 2016 meeting of the Whitehall Board of Education was held at Whitehall Memorial Conference Room. President, George Everson called the meeting to order at 6:59 pm. Roll was called and a quorum established. Other Board members present: Byron Fields, Leah Johnson, Kristen Carroll, Julie Dokkestul, Jason Molis and Dan Koxlien. Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; MS Principal/Improvement of Instruction Director, Beth Lisowski; Special Education/Pupil Services Director, Vickie O’Dell Assistant HS Principal/Athletic Director, Jamie Youngbauer; Finance Manager, Cheryl Maug; Maintenance Director, David Blaha; Johnson Controls Program Manager, Aaron Rittenhouse.

Administer Oath of Office to appointed School Board Member, Dan Koxlien.

Molis moved to recess into Executive Session pursuant to Wis. Stat. 19.81 (1)(a) for the purpose of discussing parent’s request to reinstate enrollment of expulsion student. Johnson seconded. Aye – All members. Motion carried. Time: 6:00 p.m.

Fields stepped out of the meeting at 6:32 p.m. (returned at 7:08 p.m.)

Reconvene to open session. Time: 6:37 p.m.

Johnson moved to approve vouchers as presented. Molis seconded. Aye – All members. Motion carried.

Johnson moved to approve the following items of the Motion Calendar:

  1. Approve minutes of July 20, 2016 Regular Meeting
  2. Approve Extra-Curricular Contracts ( see list)
  3. Approve 66:0301 Contract with Blair-Taylor – Speech/Language Services

Dokkestul seconded. Aye – All Members. Motion carried.

Aaron Rittenhouse, Johnson Controls, presented information on the type of projects that are being considered for the Performance Contracting program (ACT 32) for Energy Efficiency Projects. If approved to move forward with Johnson Controls and then the Board decides to not proceed with the projects, there is a $5,000 break fee. Molis moved to approve working with Johnson Controls under a performance contracting agreement for Energy Efficiency Projects. Johnson seconded. Aye – All Members. Motion carried.

Johnson moved to approve the 2nd Reading of Policy #731.4 Drone Policy with no changes from the 1st reading. Dokkestul seconded. Aye – All Members. Motion carried.

Discussions regarding the lack of day care in Whitehall. The district has the potential to currently loose up to 7 students because of the day care issue. The district is willing to help provide a solution to this problem if that is what the community desires. There is no plan at this point, and suggestions/comments are welcomed from the community.

Fields moved to approve the student handbooks for 2016-17 school year. Koxlien seconded. Aye – All Members. Motion carried.

The Board reviewed the in-service schedule for August 2016.

Beighley presented the need for upgrades to the Vocational Ed program. Talked with Math and Tech Ed teachers about moving more towards STEM (science, technology, engineering and mathematics) curriculums. Tech Ed Teacher, Drew Anderson, has some specific ideas that will presented at a future meeting.

Administrative Reports:

D. Lisowski –

Elementary is utilizing a “teacher coach” model for the AGR (formerly known as SAGE) requirements to bypass the 18:1 class size requirement to qualify for funding.

Lisa Ritter has been hired as a long-term sub teacher to help in the Title I program, mainly with the ELL (English language learners) students.

O’Dell –

Civil Rights Data Collection report will need to be done this year. It is a collection of data to determine that the district is not discriminating based on race/ethnicity, gender, English proficiency and disability.

B. Lisowski –

Plans for the CLC program are in place; however, district has not received the official approval for the grant but are expected to receive $100,000. Adding to the community partners and types of music lessons. There is also a new program called “Girls on the Run” which focuses on exercise, self-esteem and leadership skills. Brandon Jahr will be the CLC Program Coordinator with Charlotte Windjue assisting. Kristoff Ausderau will be providing before and after school homework help for high school students.

The District assessment data is available but data won’t go public until September so cannot see other district’s data until that time.

No longer have to use DPI materials for testing and can now use what we already have so no new/additional testing materials will be necessary.

Youngbauer –

Athletic speaker on August 2nd went very well. She gave three different speeches: Coaches, Students and Parents.

Fall sports are underway with Junior High starting next week.

WHITEHALL BOARD OF EDUCATION…August 15, 2016

The August 15, 2016 Special meeting of the Whitehall Board of Education was held at Whitehall Memorial Schools in the Conference Room. President, George Everson called the meeting to order at 6:30 p.m. Roll was called and a quorum established. Other Board members present: Kristen Carroll, Byron Fields, Julie Dokkestul and Jason Molis. Absent: Leah Johnson. Others present: Superintendent/6-12 Principal, Mike Beighley.

Prior to the meeting Molis and Dokkestul interviewed Sherri Maug from 4:35 – 4:57 p.m.

Interview with Chasity Huisman from 6:30 – 6:50 p.m.

Interview with Dan Koxlien from 7:07 – 7:32 p.m.

Dokkestul moved to approve Dan Koxlien to fill the school board member vacancy until the April 2017 election. Fields seconded. Aye – All Members. Motion carried.

Carroll move to adjourn.  Dokkestul seconded.  Aye – All members.  Time: 7:44 p.m.
