MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…April 25, 2016

The April 25, 2016 meeting of the Whitehall Board of Education was held at Whitehall Memorial Conference Room. David Skoyen called the meeting to order at 6:35 pm. Roll was called and a quorum established. Other Board members present: George Everson, Byron Fields, Leah Johnson (6:37 p.m.), Kristen Carroll, Julie Dokkestul and Jason Molis. Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; MS Principal/Improvement of Instruction Director, Beth Lisowski; Special Education/Pupil Services Director, Vickie O’Dell; Finance Manager, Cheryl Maug; Jamie Youngbauer; Susan Speltz.

Oath of Office to elected School Board Member, Leah Johnson.

Skoyen opened nominations for elections of School Board officers:
Molis nominated Skoyen for President. Fields seconded. Aye – All Members. Motion Carried.
Carroll nominated Everson for Vice President. Johnson seconded. Aye – All Members. Motion Carried.
Fields nominated Carroll for Treasurer. Molis seconded. Aye – All Members. Motion Carried.
Dokkestul nominated Fields for Clerk. Carroll seconded. Aye – All Members. Motion Carried.

WASB and CESA delegates appointed as follows:
WASB – Molis, Dokkestul (Alternate) CESA – Everson, Molis (Alternate)

Board committee assignments will be reviewed by members for discussion and/or changes at May regular meeting.

Everson moved to approve vouchers as presented. Johnson seconded. Aye – All members. Motion carried.

Carroll moved to approve the following items of the Motion Calendar:

A. Approve minutes of March 28, 2016 Regular Meeting
B. Approve volunteer contracts: Elementary – Julianna Parker, Powerlifting – Shane Witt
C. Approve resignation submitted by Kyle Pronschinske
D. Approve 2016-17 Teacher contract for Anna Sandberg – 4K Teacher

Molis seconded. Aye – All Members. Motion carried.

To better accommodate schedules and conflicts with after school activities the Board meetings will be moved to the 3rd Wednesday for a trial period for the May and June meetings. The Wednesday meeting day will be re-evaluated in July.

Discussion regarding the creation of a school Trap-Shooting Team for grades 6-12. Whitehall Rod & Gun Club does not currently have this capability but Blair and Osseo do. This is becoming a more popular sport in schools. More information will be explored and discussions will continue at future board meetings.

Summer Lunch program will begin on June 6th and run through August 12th, with the exception of the week of July 4-8. Tentative serving times will be 11:15 a.m. – 12:15 p.m.

Administration is not ready at this time to submit a recommendation/plan for the grade 3 vacancy that was created by the resignation.

Co-op discussions continue with Arcadia, Independence and Blair-Taylor. A joint board meeting has been scheduled in Arcadia on May 11th at 7:30 p.m. It was decided that the Board and Administration team will attend. At this point Whitehall will moved forward with Arcadia in sharing Special Education Director and Psychologist.

Administrative Reports:
D. Lisowski –
Summer School booklets went out today. This year courses are set up for K-3 and 4-8. They are also scheduled so that there is something in the morning and the afternoon for each grade level so students have something to do all day while they are at school.

O’Dell
No major staffing changes in Special Education for 2016-17. The Early Childhood room is not the most ideal space/location for this program. Auditorium events create a disruption for the students and the students can be noisy which disturbs the activities in the auditorium.

B. Lisowski –
2016-17 CLC coordinator will be Brandon Jahr, with Charlotte Windjue acting as the coordinator assistant. Kristoff Ausderau will lead the High School CLC activities. Before school help will be held from 7-8:15 am.
96 bags are currently going home with students on Thursdays for the weekend food program. Working around the 4K schedule has been challenging as they are not here on Fridays and bags need to be ready before noon on Thursday for the A.M. 4K students. CLC students help pack the bags on Wednesday. Refrigerated items also cause minor issues.

Speltz –
Educator Effectiveness training continues with Youngbauer. He will have a day of training with someone from CESA. Odysseyware (online credit recovery software) training will be held on April 29th.

Skoyen recessed to Executive session pursuant to S.S. 19.85 (1) (c) to discuss staffing models for 2016-17 and discuss Base wage negotiations with the WTA. Time: 7:07 pm.
