MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…February 22, 2016

The February 22, 2016 meeting of the Whitehall Board of Education was held at Whitehall Memorial Conference Room. David Skoyen called the meeting to order at 6:29 pm. Roll was called and a quorum established. Other Board members present: George Everson, Byron Fields, Julie Dokkestul and Jason Molis. Absent: Leah Johnson and Kristen Carroll. Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; MS Principal/Improvement of Instruction Director, Beth Lisowski; Finance Manager, Cheryl Maug; Jamie Youngbauer.

Everson moved to approve vouchers as presented. Molis seconded. Aye – All members. Motion carried.

Molis moved to approve the following items of the Motion Calendar:

  1. Approve minutes of January 18, 2016 Regular Meeting
  2. Approve minutes of January 18, 2016 Executive Session
  3. Approve Extra-Curricular Contracts – see list

Fields seconded. Aye – All Members. Motion carried.

Everson moved to approve the Organization Borrowing Resolution with State Bank of Arcadia for a credit card ($2,500 credit limit) for the Facilities Director. Dokkestul seconded. Aye – All Members. Motion carried.

Fields moved to approve in-district transfer for Jamie Youngbauer to fill Administrative duty requirements due to Mrs. Speltz’s resignation at the end of this school year and to serve in the role of Assistant Principal. Youngbauer will also serve as Athletic Director. Molis seconded. Aye – All Members. Motion carried.

Fields moved to remove Pape School Bus Contract from table (tabled at January meeting). Dokkestul seconded. Aye – All Members. Motion carried.

Everson moved to approve Pape School Bus Contract 2016-2021. Fields seconded. Aye – All Members. Motion carried.

Continued discussion regarding student daily schedule for 2016-17 with a later school day start. Start time would be moved from 8:00 am to 8:15 am. Staff would come in at 7:15 am one day each week for staff development and meetings.

D. Lisowski presented the AGR (Achievement Gap Reduction) Performance Report. AGR replaces the SAGE program. Goals must be set and the Board updated on the goal performance at the end of each semester.

Administrative Reports:

D. Lisowski –

AGR provides more flexibility than SAGE on how goals are met. AGR allows a 1-1 tutor in K-3 for struggling students or an instructional coach (Terri Jurowski). At this time, the District should not have to hire more staff to meet the goals for 2016-17; however, some staff will be moved to different grades.

B. Lisowski –

Spring testing will begin next week. Juniors will take the ACT on March 1st and the ACT Work Keys on the 2nd.  Freshmen, sophomores and seniors will have alternate activities to do but there will be no classes held. Make up dates for the test will be two weeks after on a Tuesday and Wednesday.

Wisconsin Forward exam testing window opens March 28th. Grades 3-8 and 10 will be taking this test. More information will be given once it is available.

O’Dell –

Child Development Day was held on a Saturday for the screening of 2 ½ – 3 ½ year olds; 38 attended.
