BUDGET HEARING AND ANNUAL MEETING MINUTES
WHITEHALL MEMORIAL HIGH SCHOOL – COMMONS
AUGUST 25, 2014
At 6:01 pm., August 25, 2014, the Whitehall Board of Education President, David Skoyen, called the Budget Hearing meeting to order. Other Board Members present: George Everson, Byron Fields, Kristen Carroll, Julie Dokkestul, and Jason Molis. Absent: Leah Johnson. Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; Director of Curriculum & Assessment, Beth Lisowski; Finance Manager, Cheryl Maug; Trempealeau County Times Reporter, Terry Thompson, Peggy Everson.
Beighley presented the proposed receipts and expenditures for 2014-2015.
Skoyen called the Annual Meeting to order at 6:19 pm.
Beighley presented District Administrator’s report.
Dokkestul moved to nominate Skoyen as meeting chairperson. Seconded by George Everson. Seconded by D. Lisowksi. All present – Aye. Motion carried.
Board of Education and staff member introductions.
The treasurer’s report, as submitted by auditing firm Hawkins, Ash, Baptie & Company, LLP was presented in written form and reviewed by all present.
Carroll moved that the salaries of board members remain the same. Seconded by Dokkestul. All present – Aye. Motion carried.
- Lisowski moved to authorize actual and necessary expenses of school board members while traveling outside the district when in the performance of duties and to increase per diem reimbursement for actual loss of earnings from $75 to $100 per day, in accordance with Board Policy 1008, when their duties require them to be absent from their regular employment. Seconded by Beighley. All present – Aye. Motion carried.
Clerk’s report was reviewed in written form by all present.
Peggy Everson moved to adopt the district property tax levy of $2,810,560 for all funds for the 2014-2015 school year. Seconded by Dokkestul. All present – Aye. Motion carried.
Beighley moved to allow the Board to set the date for the Annual Meeting other than the fourth Monday in July. Seconded by Carroll. All present – Aye. Motion carried.
- Lisowski moved to allow Board of Education to sell or eliminate obsolete materials, supplies and equipment. Seconded by Molis. All present – Aye. Motion carried.
Dokkestul moved to continue operation of a school lunch and breakfast program. Seconded by Fields. All present – Aye. Motion carried.
Molis moved to adjourn. Seconded by Dokkestul. All present – Aye. Motion carried. Time: 6:45 p.m.

MEETING MINUTES…WHITEHALL BOARD OF EDUCATION…August 25, 2014
The August 25, 2014 meeting of the Whitehall Board of Education was held at Whitehall Memorial Elementary 2nd Floor Balcony. President, David Skoyen called the meeting to order at 7:45 p.m. Roll was called and a quorum established. Other Board members present: George Everson, Byron Fields, Kristen Carroll, Julie Dokkestul and Jason Molis. Absent: Leah Johnson. Others present: Superintendent/6-12 Principal, Mike Beighley; Elementary Principal, Damon Lisowski; Director of Curriculum & Assessment, Beth Lisowski; Finance Manager, Cheryl Maug; Trempealeau County Times Reporter, Terry Thompson.
Everson moved to approve vouchers as presented. Carroll seconded. Aye – All Members. Motion carried.
Fields moved to approve the following items of the Motion Calendar:
- Approve minutes of July 28, 2014 Regular Meeting
- Approve minutes of July 28, 2014 Executive Meeting
- Approve minutes of August 18, 2104 Special Meeting
- Approve Extra-Curricular Contracts for Fall 2014 (see list)
Dokkestul seconded. Aye – All Members. Motion carried.
Carroll moved to reject the one bid that was received for the razing of Sunset and Pigeon Falls Elementary buildings. Everson seconded. Aye – All Members. Motion carried.
Dokkestul moved to not increase Lunch and Breakfast prices for 2014-15. Fields seconded. Aye – All Members. Motion carried.
Building Dedication agenda was presented for final review: John Ashley, Director of WASB, will speak; American Legion will perform Flag Ceremony; there will be seating for special guests and bleachers for rest of the guests, Skoyen, D. Lisowski and Beighley will speak; Board will present the building to the elementary students.
Skoyen recessed to Executive session pursuant to S.S. 19.85 (1) (a) to discuss legal issues related to Jay Thompson Electric and to discuss WTA and WESPA base wage negotiations.
Time: 7:00 p.m.
Reconvene to open session at 7:17 p.m.
Conduct final walk-through of Whitehall Memorial Elementary.
Carroll moved to adjourn. Fields seconded. Aye – All Members. Motion carried.
